The DMO (Defense Mobilization Order) published in 44 CFR on Nation's Blood Supply purusant to E.O. 12919, June 1994, issued by predecessor organizations to FEMA was rescinded on the basis that HHS would issue a new prorities and allocation order for the nation's blood supply similiar to the Communiciations Restoration Priority Order issued at 47 CFR Part 11. No order has been issued by HHS leaving a huge problem for the medical and response community in a mass casualty event.
